Montenegrin traffic regulations impose specific requirements regarding the mandatory equipment that vehicles must carry. This is due to the nature of the country's mountainous roads
Under Montenegro's traffic regulations, drivers are subject to specific requirements regarding the mandatory equipment carried in their vehicles. This is due to the nature of Montenegro's mountain roads and the significant swings in temperature and weather conditions that can occur between regions of the country even over a distance of just 100 km.
Some 80% of Montenegro's territory is mountainous terrain. As a result, most of the country's roads feature hairpin bends, steep climbs and descents, tunnels, sections narrowing to a single lane, and other hazardous driving conditions.
Temperature fluctuations are particularly dangerous in winter, as swings of even +5°C to -5°C (or greater) create difficult driving conditions, especially during precipitation. Such temperature differences can occur over a stretch of road as short as 50 km, moving from Montenegro's coastal zone toward the mountainous north.
Equipment that should be carried in the vehicle:
- one warning triangle in the vehicle — if towing a trailer, two triangles are required;
- a reflective safety vest — mandatory after dark whenever the driver exits the vehicle following a stop on the carriageway or the roadside;
- a first-aid kit for providing emergency medical assistance;
- a spare set of light bulbs (not required for xenon, neon, or similar lamp types);
- snow chains (must be carried in the boot during the winter period from 15 November to 1 April, and are to be used only when the road surface is covered in snow or ice).
Failure to carry a reflective safety vest in the vehicle can result in a fine of €30 to €80, and if the driver exits the vehicle after dark without wearing the vest, the fine ranges from €20 to €50.
It should also be noted that the use of radar detectors in vehicles is strictly prohibited, as is their advertising and sale. This offence carries a fine of €150 to €1,000.
Winter Tyres for Motor Vehicles
- the use of studded tyres on Montenegrin roads is prohibited (to prevent damage to the road surface and for environmental protection);
- the use of winter tyres is mandatory on vehicles in Montenegro each year from 15 November to 1 April. Failure to fit winter tyres during this period carries a fine of €60 to €150. If snow or ice is present on the road and the vehicle is not fitted with winter tyres and/or chains, the fine may increase to €80–300.
Recommendations from Experienced Drivers
For greater safety and to reduce the likelihood of problems, it is recommended to carry the following items in the vehicle:
- a number of reflective safety vests matching the potential number of passengers;
- a tow rope (do not buy a poor-quality, cheap rope that won't withstand even a single use) — among materials, preference should be given to aviation-grade nylon (kapron), polypropylene, or a fabric tow strap;
- a wheel-change kit: jack, wheel brace (lug wrench), and spare tyre;
- personal medication kept separately in the first-aid kit;
- medical gloves (for cases of providing first aid to a stranger);
- spare batteries for key fobs (recommended to keep in the bag with your documents, in case of a sudden replacement);
- a car torch/flashlight;
- a fire extinguisher bearing a fire inspection mark showing the inspection date and expiry date.
We hope you never need the fire extinguisher, but should the need arise, you will be able to provide meaningful assistance both to yourself and to other road users.
It is also worth remembering to check your tyre pressure regularly — at least once a month is recommended.
We wish you a safe and pleasant journey on Montenegro's roads!
